This Blogger/Blogspot design is called "Pretty Grey" and it's available under Creative Commons Attribution 3.0 Unported License.
The design is free and works with "new" blogger - ie: it's an XML template. Please ensure that you backup your widget data, as installing a new template will wipe/erase your current widget content.

how do you know if your using the "new" blogger? how do you back up your widgets? what is a widget?

A "widget" (now called a "gadget") is all the stuff/content/links etc you may have in your sidebar/footer. When you install a new template it erases these and just leaves the basic profile and blog archive.
